Combating Terrorism

This workshop is designed for an intermediate and senior level audience holding responsibility for the security function at public and private facilities. This course combines terrorism facts gained through exhaustive research with an extensive look at modern terrorism tactics and weapons in an effort to mitigate terrorist attacks through pre-planning while improving the response capability of first respondents.

Regardless of your assignment, or the environment in which you operate, terrorism is a global issue that requires cooperative efforts between public and private sector organisations. This course has been designed to teach individuals who hold various levels of responsibility from public and private sector organisations to develop an effective counter-terrorism strategy, while effectively training their employees to mitigate a terrorist threat or respond to a terrorist incident.

An instructor with real life experience, Mr. Chambers has not only studied terrorism but has firsthand knowledge and expertise gained by living and working in a high-risk zone where terrorism is a very real and everyday concern. This course bridges that gap, taking in-depth study and research and combining it with the Instructors firsthand hand knowledge and experiences of working in Afghanistan to develop a course based on lessons learned.

  • Military members tasked with protecting installations (force protection) or responsible for responding to terrorist-related incidents.
  • First response personnel (Police, Fire, Medics) responsible for responding to terrorist incidents.
  • Directors of Security responsible for conducting assessments, developing policies and procedures and training members of their staff to identify and prevent terrorist activity.
  • Members of security departments and units that hold responsibility for access control or are first responders for their organisation.    

Mr Chambers is a security management and intelligence consultant offering extensive experience in the development and execution of highly effective public safety and security solutions, working across multiple security disciplines and environments for clients, worldwide.

With a distinguished military background, a long-standing career in law enforcement, and an impressive corporate career encompassing positions in Corporate Security, Executive and Infrastructure Protection for companies within a wide range of service industries - including a role as Law Enforcement Advisor in Afghanistan for the State Department.

Following his military service he transitioned this experience into law enforcement, working as an Officer in Charge and Field Training Officer for a large metropolitan police department, with a focus on police training and investigative operations, Mr Chambers provided dynamic leadership in the development of top-calibre police personnel capable of effectively handling high-pressure, life-threatening situations, where he received multiple awards for his performance including, the nomination for the Cardinal Gibbons Public Service Award, “Top Cop” Award, and numerous letters of appreciation for his efforts.

Mr Chambers was later recruited as a Law Enforcement Advisor in Afghanistan. He worked on numerous assessments and provided comprehensive recommendations to Afghan leadership, including the development of effective Emergency Action Plans (EAP) and response procedures. He actively gauged the operational effectiveness of various facilities throughout Afghanistan. He was handpicked as an instructor for the Afghanistan National Civil Order Police (ANCOP), where he trained experienced officers to conduct and perform more dynamic functions and take leadership roles within the department.

In his final assignment, Mr Chambers was assigned to open the first National Police Training Center, where his contributions helped pioneer all aspects of the residential facility. He was directly involved in the development of operational guidelines, emergency response planning, along with the design and development of a physical training program, while working alongside U.S. Army teams in the design and construction of an obstacle course. Upon the center's opening, Jackson oversaw training programme and the development of Afghan Instructors, while assisting in the instruction and mentoring of students.  During his tenure in Afghanistan he received a Letter of Appreciation from the U.S. Army for his work conducting assessments of facilities throughout multiple regions and two (2) Commanders Awards for Combat Action.

Case Studies on recent attacks:

  • Paris, France: This attack will highlight the importance of counter surveillance, planning for all citizens and organisations and the advances in terrorist command and control capabilities.
  • Nice, France: This was an unusual attack that will serve as reinforcement for entry point control
  • Orlando, Florida: This will serve to highlight lone wolf terrorism. 

Case studies for each type of terrorist attack or discussion on threat and potential outcomes:

  • Assassination: Assassination of Benazir Bhutto in Pakistan
  • Kidnapping: Kidnapping of Aldo Moro
  • Armed Attacks: Mumbai Terrorist Attack on the Taj Mahal in India
  • Chemical Weapon Attack: Aum Shinrikyo Sarin Gas attack in Tokyo
  • Biological Weapons Attack: United States Anthrax Letter Mailings
  • Radiological Weapons (Dirty Bombs/Radiological Dispersion Device): None to examine; Discussion on threat
  • Nuclear Weapons: Though not a terrorist attack; a look at the only use of nuclear weapons
  • Explosives: Oklahoma City Bombing

Miscellaneous Attack Types

  • Electromagnetic Pulse (EMP): None to examine; Discussion on threat   
  • Cyber warfare: Ukraine Power grid attack
